Caroline Stanger
Programme Director, Commissioning Leadership – National Leadership Academy
Head of Leadership and Organisational Development – NHS East of England
Caroline holds a dual role working with the National Leadership Academy and also NHS East of England. With respect to the national role, she is responsible for delivery of the commissioning leadership workstream. This has three components – GP commissioning leadership development, National Commissioning Board Development and multi-professional Clinical commissioning leadership development.
Within NHS East of England, Caroline has responsibility for developing and implementing a strategic approach to leadership development and talent management across the 41 organisations that constitute East of England NHS. This work includes design and commissioning of leadership programmes and interventions, consultancy support to Chief Executives, Chairs and others, coaching support, and the development of internal leadership development capacity to support continuous improvement in health and healthcare. Caroline led the work in NHS East of England to produce the first system wide talent and leadership plan as one of the ‘proof of concept sites’ that tested the initial DH talent leadership planning guidance during 2008.
Caroline has a clinical background. She qualified as a nurse in 1981, being a member of the first cohort to complete the BSc in Nursing Studies at London University and St George’s Hospital.

Simon Hall
Associate Programme Director, Commissioning Leadership – National Leadership Academy
Interim Director of Transition – NHS South East London
Simon holds a dual role working with the National Leadership Academy and NHS South East London. Simon's role is to support Caroline in the development of the Leadership for Commissioning programme and to ensure its delivery. He is currently leading the implementation of the leadership development framework.
At SE London, Simon is leading the delivery of delegated commissioning responsibilites to the six Pathfinders (Bexley, Bromley, Greenwich, Lambeth, Lewisham and Southwark). He is also developing the local cluster approach to authorisation of Clinical Commissioning Groups, and ensuring that this is in line with the development of commissioning support.
Simon has considerable experience working in the public sector for over 20 years in the NHS as well as local and national government. Simon was Director of Corporate Development at NHS Waltham Forest for two years until April 2011, and before that Associate Director (Planning & Performance Management) at Tower Hamlets PCT. Prior to this Simon worked on the implementation of the new national dental contract at the Department of Health. He has recently completed the NHS London Next Generation Chief Executive's Programme at London Business School.
